Numbers 1:4

Then Moses spoke to the heads of the tribes of the sons of Israel, saying, “This is the word which Yahweh has commanded.

and with him ten leaders, one leader for each father’s household from each of the tribes of Israel; and each one of them was the head of his father’s household among the thousands of Israel.

Then Solomon assembled the elders of Israel and all the heads of the tribes, the leaders of the fathers’ households of the sons of Israel, to King Solomon in Jerusalem, to bring up the ark of the covenant of Yahweh from the city of David, which is Zion.
