Deuteronomy 19:17

“If the thief is not caught, then the owner of the house shall appear before the judges to determine whether he laid his hands on his neighbor’s property.

“You shall not bear a false report; do not join your hand with a wicked man to be a malicious witness.

“So you shall come to the Levitical priest or the judge who is in office in those days, and you shall inquire of them, and they will declare to you the judgment in the case.

“Then the priests, the sons of Levi, shall come near, for Yahweh your God has chosen them to minister for Him and to bless in the name of Yahweh; and every dispute and every assault shall be settled by them.

“If there is a dispute between men and they go to court for judgment, and the judges judge their case, and they justify the righteous and condemn the wicked,

“Speak to the sons of Israel, saying, ‘Designate the cities of refuge, of which I spoke to you by the hand of Moses,

A false witness will not go unpunished, And he who breathes out lies will not escape.

“And in a dispute, they shall take their stand to judge; they shall judge it according to My judgments. They shall also keep My laws and My statutes in all My appointed times and keep My sabbaths holy.
