Deuteronomy 17:8

And Moses said to his father-in-law, “Because the people come to me to inquire of God.

“If the thief is not caught, then the owner of the house shall appear before the judges to determine whether he laid his hands on his neighbor’s property.

Then it will be that the place in which Yahweh your God will choose for His name to dwell, there you shall bring all that I am commanding you: your burnt offerings and your sacrifices, your tithes and the contribution of your hand, and all your choice votive offerings which you will vow to Yahweh.

“If there is a dispute between men and they go to court for judgment, and the judges judge their case, and they justify the righteous and condemn the wicked,

“Whenever any dispute comes to you from your brothers who live in their cities, between blood and blood, between law and commandment, statutes and judgments, you shall warn them so that they may not be guilty before Yahweh and wrath may not come on you and your brothers. Thus you shall do, and you will not be guilty.

For there, thrones sit for judgment, The thrones of the house of David.

“And in a dispute, they shall take their stand to judge; they shall judge it according to My judgments. They shall also keep My laws and My statutes in all My appointed times and keep My sabbaths holy.

“Thus says Yahweh of hosts, ‘Ask now the priests about the law:

“For the lips of a priest should keep knowledge, and men should seek instruction from his mouth; for he is the messenger of Yahweh of hosts.
