1 Kings 13:32

And he made houses on high places, and made priests from among all the people who were not of the sons of Levi.

And he cried against the altar by the word of Yahweh, and said, “O altar, altar, thus says Yahweh, ‘Behold, a son shall be born to the house of David, Josiah is his name; and on you he shall sacrifice the priests of the high places who burn incense on you, and human bones shall be burned on you.’”

But each nation was still making gods of its own and put them in the houses of the high places which the people of Samaria had made, each nation in their cities in which they lived.
